Change CPU governor

You may change the default Raspberry Pi CPU governor from "ondemand" to "powersave" to save some power on our battery powered vehicle.
That change makes 40mA less on my setup (RPi3) without noticeable negative effect.

/etc/init.d/raspi-config might be the place.
