Arm sometimes fully raises when trying to move to carry height

Issue
When moving arm to carry height, we think hardstop cylinder is not fully deployed before the arm is raised. This causes the arm to move to the deployed position when the carry position is desired.

Proposed solution
Add wait after deploying hardstop but prior to deploying arm.
