"Exclude from VPN" doesn't always seems to work

Do you use TrackerControl from Google Play/F-Droid/other?

Describe the bug
I have a application where I tried to to exclude it from VPN and still encounter issues of some requests not resolving when they do if I completely turn Tracker Control off. So in such situation it'd seems TC is still interfering with the application in some way.

Solving issue 561 would help in checking this.

Yes (Can't even enable it as always on VPN isn't enabled)
