Create Guild Skill Badge (V2) - solidity

As per spec'ed in parent ticket: - Guild Contribution badge: This badge is on a per PR/issue basis and represents contribution to the Guild, issued by The Guild

These badges are only gonna be distributed by The Guild only.

A skill badge has a recipient, a skill description and links to the underlying badges.

A new resolver needs to be created in order to check that only Guild account can emit (same as in #179)

So most of the work here is in updating the deployment scripts to register this new schema.

Hey @joelamouche! I'd like to take this on. Here's a brief outline of my approach:

Schema: Define a new EAS schema with recipient, skillDescription, and linkedBadges fields.
Resolver: Create a custom resolver (following the pattern from #179) that restricts attestation to authorized Guild accounts only.
Deployment Scripts: Update scripts to deploy the resolver and register the new schema on-chain.
Tests: Cover Guild-only access control and schema registration.
