Toolbar customizations are not persisted

What happened?

When I customize the toolbar, if a later re-open a session window, it is reset to its default layout.

Steps to reproduce

• Open a session window
• Right-click on the toolbar then click "Customize toolbar..."
• Drag and drop the "Export & Import" button group to the toolbar
• Click on "Done"
• Close the session window
• Re-open the session window

→ The "Export & Import" button group has disappeared.

Expected behavior

When the toolbar is customized, the edits should persist even after the window is closed.
