Notifications of Failure to RDC

incorporate processing failures into a notification system. probably use SNS ('ls4-error' topic already exists for maintenance issues going to devs). could notify from the code with specific issue arisen or general notification based on function failure from cloudwatch.

sns topic created for RDC. utilized in ls4-00-reproject for /georef uploads without original /scanned upload. use this same topic for other failure notification which should go to RDC ls4 users
