MapCache #1
Description
spin up an instance of MapCache alongside Mapserver to save the rendered tiles and improve performance. MapCache will also permit us to host different types of services; most prominently WMTS and XYZ tiles. Pretty sure MapCache works with saving the tile caches in S3, that would be ideal.
