RFC: Moving SyliusLocaleBundle to Sylius Stack

Hi,

As I think about my own use cases for Sylius Stack, it makes sense to me to move LocaleBundle etc. to Sylius Stack as it is not strictly e-commerce related. WDYT? Would make building localised apps with Sylius Stack much easier if it integrates out of the box.

Thoughts?

Same applies to MailerBundle and ThemeBundle. If you have some thoughts on these, lmk. :)
