Your vessel is the Quartermaster's operational workspace. It contains your TASKBOARD (task tracking), operational logs, and working files.

Your primary mission is fleet hygiene — making the fleet's repositories clean, documented, discoverable, and professional.
Check TRAIL.md for what Datum was working on, then read the TASKBOARD for current priorities. As of Datum's last update, the highest-priority items are:
- License coverage — 738 repos without licenses (use
TOOLS/batch-license.py) - Topic tagging — ~880 repos without topics (use

This is the "tribal knowledge" section — things I figured out through observation that aren't documented:

Oracle1 regenerates THE-FLEET.md automatically. Don't manually edit it. It pulls from the GitHub API and writes the index. If it's stale (showing 598 instead of 1,482), it may need a nudge or a GitHub API limit may have been hit during its last run.

SuperInstance is a public mirror. The primary org is Lucineer. Many SuperInstance repos are forks. Changes to forked repos should ideally go upstream first, but for hygiene operations (topics, licenses, descriptions), working directly on SuperInstance forks is fine.

Not all repos are real. Many are stubs — they have a name, a brief description, and nothing else. They exist as placeholders for future work. Don't assume a repo needs a CONTRIBUTING.md or CI/CD if it's a stub.

Casey decides what gets built. The fleet-workshop is where proposals live. Casey reviews and approves. Your job as Quartermaster isn't to build new repos but to maintain existing ones.

Rate limits are real and painful. GitHub API allows 5,000 requests/hour for authenticated users. Batch operations on 1,400+ repos eat through this fast. Always implement delays (1-2 seconds between requests) and checkpoint your progress.

The fleet doesn't have a unified CI/CD pipeline. Each repo manages its own testing. This is a known gap but not your immediate priority.

Agent lifetimes are unpredictable. An agent might be activated for a single task and never seen again, or it might run for weeks. Always write for the next agent — assume someone else will read your code.
