With "PDF/A" turned off, flattened PDF is not readable by various assistive technologies #62

Description

@ekressmiller

We started with a fairly well-tagged editable form from the state. Tested in MLH's child support motion tool.

In the final version produced by Docassemble, with "PDF/A" setting turned off, previously set tags and reading order were mostly retained. However, most users got stuck near the top of the document after reading "case number A" and could not read anything further.

According to Capellic: Likely reason for getting stuck is that there are empty

tags in the PDF, and the very first one appears right after the "A." Loom video describing this. Bill's best guess is that these empty tags are an unintended result of the editable form elements when the PDF gets flattened. Adobe thread where folks are talking about similar issue with empty tags.
