Zips don't load if a folder with the same name as the zip has a .lovelyignore

A zip named mod.zip will not be loaded if a folder named mod exists in the Mods directory that contains a .lovelyignore even if mod.zip itself does not have a .lovelyignore.

I'm not sure if this extends to mods in general (e.g. if you have Mods/a/b with Mods/a/b/.lovelyignore and Mods/b/bleh.json will Mods/b load or not?)

The same zip is loaded by lovely.

This is likely the id conflict. This is unchanged to it's old behaviour, (if you had 2 directories with the same mod id, one would load and the other would be ignored, even if the first was disabled). I definilty want to do something for this but it might just be a failed to load in the mod menu (lik a mod with conflcits)
