Add Ability to parse release notes for inclusion into published version descriptions

There are several steps in the release process which could be improved by including the release notes for that version. Ideally, these would be provided in an automated way to avoid adding additional overhead for developers during a release process.

Some candidates for use of automatically parsed release notes are version description during upload to BinTray, and any future automation around GitHub release tagging
