add WiringPi installation instructions

[WiringPi](http://wiringpi.com) library isn't included in PiOS lite ([March 4th 2021](https://downloads.raspberrypi.org/raspios_lite_armhf/release_notes.txt) release, at the time of writing); it wasn't obvious it needed to be installed, following the Installation chapter.
