qrz trigger?

Could you please specify triggers for qrz?

I was using it for the newcomer greetings, but it looks like:

1. It waits until user first time wrote something in a primary channel, not the same when you receive notification from the app about new node seen - correct?

2. Sometimes i can see new node that haven't exchanged its data with us, but it can wrote already in a primary channel, but the bot silent, why that so?
   As example of what was ignored by the bot and no qrz triggered:

It only logs when node info is obtained which can take time when the mesh is busy, part of the reason the bot waits to not add to the congestion also people change names a lot so it lowers double fire.
