OpenJO with Rend2 and r_mode -2 does not do proper borderless fullscreen

This is not a problem with OpenJK(Academy), only OpenJO(Outcast).

In Academy, r_mode -2 starts a borderless window to the resolution of the desktop that you can tab away from and it stays in the background.

In Outcast, the screen flashes black and goes into some manner of exclusive mode. It still scales to the desktop's resolution and framerate but you cannot tab out of it without it minimizing. It is not possible to bring up anything over the game. It either holds focus or it minimizes out of sight.

Hm, unfortunately I can't reproduce the issue. Does it happen with the vanilla renderer as well? Does it happen with the main repositorys version of openjo as well? What OS are you using?
