Have SE Daily Slackbot Look for any new issues and broadcast them to Slack

So if I post a new issue in the SE Daily Miner repo (or any other repo), Slackbot sends a message to sed_app_development

This wouldn’t be hard. We just need to add webhooks to all the projects that send the issue data to the slackbot
