PROMETHEUS SR replay validator and unresolved replay fixtures

Follow-on work for the PROMETHEUS SR replay/evidence spine.

Remaining required fixtures and validators:

• reject_missing_replay_on_proposal.json
• validate unresolved SRAssertionProposal replay references
• canonical replayHash recomputation validator
• replayHash mismatch rejection path
• JSON Schema + semantic validation composition harness

Acceptance criteria:

• replayHash recomputed from canonical serialization must equal stored replayHash.value
• unresolved replay artifact references fail validation
• canonical serialization order matches documented ordering
• SINDy controlAuthority false guarantee remains machine-readable and enforced
• inconsistent-unit candidate promotion remains blocked in both AgentPlane and Ontogenesis layers
