Unless there's some configuration tricks I'm missing, currently this option takes precedent over all other settings that controls visibility. If it's enabled the bars remains hidden even if you get in combat, which doesn't seem like a good idea. Options to ignore this setting while in combat and/or while in instance (useful for instanced pvp where combat can happen unpredictably) would be great.
