Ability to use LocalDb on an ARM based device #713

Is the feature request related to a problem
It seems to be possible to run localdb on an arm macbook m4 pro through windows parallels. When trying this LocalDb package it seems to fail on importing a 32bit DLL
Describe the solution
Either use a 64bit version of the library that might work on arm or replace commands with CLI commands when running on ARM
Additional context
Would be great to have this working on an ARM chip, Unsure if there are issues to be found after that library import at this time.
