I've tried OFCMS in the default Android 4 browser and it isn't very usable (eg. scrollbar issues).

Possible solution:
detect the mobile browser and use a different CSS?

Yeah, especially if you use CSS 3 @media types.

I would add that this project isn't updated regularly, so if you want to see major changes, try and see if any of the contributors are interested in updating this.

Also, self-modifying OFCMS is surprisingly easy, so it may well be something you could make a draft change of, first
