Add Metadata Build Template

Add tools, scripts, or file templates for metadata. Could include a eml:: package install, or a dataspice:: workflow. Might also be helpful to introduce a config.yaml file to capture analysis parameters in one place so the analysis and metatdata generation could pull values from the same place.

• Need to spend more time with the ARTIS KNB submit process to figure out how an automated metadata generation process would look like.
• Could be an actionable reproducible "checklist" in the form of an .Rproj
