[Bug]: Aspell version out of date

Prerequisites

• I have searched all issues/PRs to ensure it has not already been reported or fixed.
• I have verified that I am using the latest version of Scoop and corresponding bucket.

Package Name

aspell

Expected/Current Behaviour

Current version of aspell in manifest is 0.60.8.1-2 and location is at https://mirror.msys2.org/mingw/mingw64/

But this version has been removed there and the closest version is 0.60.8.1-3. Also the latest version is 0.60.8.2-1.

Can we have an update of this package?

Steps to Reproduce

> scoop install aspell
Installing 'aspell' (0.60.8.1-2) [64bit] from 'main' bucket
The remote server returned an error: (404) Not Found.
URL https://mirror.msys2.org/mingw/mingw64/mingw-w64-x86_64-aspell-0.60.8.1-2-any.pkg.tar.zst is not valid

Update version of aspell
