Resource pack installation gets stuck on "Sending resource pack example-group to Player"

I have issue: I changed the resource pack on the server, and for some players it just stopped loading, even though everything was working fine before. There are no problems with the resource pack; for most players, the resource pack has been updated and is working.

Here are the logs of the players whose resource pack did not load; the plugin simply gets stuck on the operation “Sending resource pack example-group to Player.”:

The plugin is not stuck - that is the last message sent after the resource pack has been sent to the player. The player never sent a response back.
