Relationships package changes need to be included in next NPSP version asap (ICU Update blocker)

All of NPSP needs to be updated to above API ver 45.0, including the Relationships package. Changes were made to that Relationships repository recently but they didn't make it into 3.233. Fix in 3.234 asap. It prevents enablement of the ICU update.
