🧠 Summary

This RFC proposes an enhanced CTA inference system for Smart Packets that includes:

• Contextual CTA weighting
• Multi-intent fallback behavior
• Optional user-defined CTA overrides

The goal is to make Smart Packets more flexible, intelligent, and aligned with packet author intent.
