Create a script for creating performance-time project

The snippets targeting the variable time limit measurements are a subset of the original 300 snippets. Create a script which creates this project and avoid copying the original code.

The source files in the performance-time project could be removed as the script copies these from the core project. This would remove duplication of the code. The build file of the performance-time project could then run the generator scripts .

However, this would make it harder to detect if the peformance-time files changed. (But this can be happen only if changes are committed to the core project.)
