[UI] Resource permissions panel loads groups from the active project instead of the project which owns the resource

Steps to reproduce the issue (this issue requires two projects with differently named groups to be visually present):

1. Create a resource (e.g. drive) owned by a project
2. Open the properties page
3. Copy the URL
4. Switch to a different project
5. Go back to the copied URL
6. Observe that the groups displayed belong to the active project rather than the groups that own the resource

This is a problem since the Core API only supports ACLs for the groups that belong to the project owning the resource.
