Feature: Allow QOTD bot to ingest new questions via .txt file

If we want to add questions to the bot's queue at bulk, instead of having someone enter each question with s!qotd <question> individually, what if they can also upload a .txt file to the message and the bot goes line by line to read and add those questions?
