The Estimates Program currently uses a fixed-year jurisdiction field in the [inputs].[mgra] table, [cities_2020]. Moving forward, the updated demographic warehouse project used for reporting uses a year-specific jurisdiction cross reference for Series 15 MGRAs to jurisdictions. This will cause issues when reporting Estimates Program data we control to a fixed-year jurisdiction cross reference causing jurisdiction controls to no longer match their targets in reported data.
Describe the solution you'd like
Add more [cities_YEAR] fields to the [inputs].[mgra] table based on the year-specific cross references from demographic warehouse.
Describe alternatives you've considered
Fixed-year geography cross references are no longer feasible given we want to produce intercensal 2010-2019 Estimates as well as take all future Estimates back to the 2020 decennial. We could ignore changing jurisdiction boundaries, as there hasn't been a major incorporation since 2010, but the boundaries do change materially in terms of MGRAs due to annexations from 2010 onward.
