Unable to change directory to '/'

Getting the Unable to change directory to '/' error:

So, it basically claims that it cannot perform CDUP FTP command.

The thing is that it can, performs and gets correct response:

Only somehow it is unable to process it correctly. And for some reason quits immediately.

XAMPP for Windows 8.2.12 running locally on some test server.
phpinfo() says that PHP and PHPS extensions are enabled and working all-dandy.

No other information available, beside above error, so I don't have any idea where to look for.
