Missing 2024 CONUS bounds files

As part of the rush to finish the 2024 CONUS run, we overlooked "XML enriching" projects, particularly the RME runs. We should decide what to do about this because these projects don't show up in any data exchange searches. This also negates the fabulous "related projects" feature.

For example there are 103 projects for 1601010101, but only 88 of them register as related because they share project bounds!

Options:

• Do nothing
• Update the projects with the appropriate bounds (just grab RSContext bounds for the same HUC)
• Delete the projects (this version of RME had calculation errors, missing metrics, and has been entirely superseded by the 2025 CONUS run. Given no one could find the projects - see note about search - they were never used by anyone.
