Allow users to see the current state of the VLAB, and to report allegedly failed boards

Currently users have no visibility on what boards are available. Also if they suspect that a board has failed they cannot report this and that board will stay in rotation, potentially annoying many users.

A user-facing interface could allow users to take boards out of rotation.
