[Issue]: Install does not honor cmake variables

Problem Description

It does not seem like installing based on user input works.
The closest seems to need
-DAMD_APP_STANDALONE_BUILD_PACKAGE=ON
But the install is forced to /usr/local

I encountered the same issue while trying to add the latest version of rocm-bandwidth-test to Spack. It seems that installation is restricted to either ROCM_PATH using AMD_APP_ROCM_BUILD_PACKAGE or /usr/local using AMD_APP_STANDALONE_BUILD_PACKAGE. Unfortunately, it appears that CMAKE_INSTALL_PREFIX is being ignored. Is there a method to install to a location other than /usr/local or ROCM_PATH?

A bunch of replacements required in Gentoo: https://github.com/gentoo/gentoo/blob/46d8eb052aeed934e566284f5f4a14bb3b727a47/dev-util/rocm_bandwidth_test/rocm_bandwidth_test-7.0.2.ebuild#L44-L62

I guess all maintainers will manage to find workarounds, but in 7.0.0-7.0.2 too many places need to be patched...

Thank you for your feedback. We end up building and testing mainly on the distros/versions where ROCm packages are built and distributed, and we don't always have the chance to test on others. Any recommendations you can give us are always welcome, and we can check and validate them with more distros.
