How do you compose the values in the data dict field for file attachments fields?

For normal data types, you need to specify the FID and the value. But for file attachments, the API_AddRecord and API_EditRecord calls have two parameters besides the FID, 1) FileName, 2) File Path.

How do I specify these two in the `data` dictionary parameter for files?
