Parameter comparison in parameter/utils is not doing what we expect

looking at getOpts on a single param does not compare anything because it's looking only at children. So in the end the options of the single param are not retrieved and therefore compare_parameters is True for all single paramteres

yeah this was initially intended to be consistent with the getValues of pyqtgraph. I will suggest a PR to change this behavior.

For now, I updated the compare methods to use the param for comparison as default behavior in #125.
