Depreciate Library in favour of Captain Hook

This library started out as a way to do analysis against commits for updating the PR status. It does this okay, however it's turned into a git hook based library, which captain hook does better.

It would be better to depreciate this library and enable a way of performing Captain Hook checks against PRs in PurpleBooth/git-github-lint

I think so, Captain hook does a much better job of what this library tries to do.
