HTML: Cross references render setting not working as expected in introductions #2729
Description
The <cross-references knowled="cross-page" /> setting does not work as expected on introductions in chapter introductions.
Root cause is that their level appears to be above the chunking-level and level of nearest common ancestor is used to decide if xref and content are on the same page.

This may get fixed as part of reworking conclusion/summary etc... so they render in EPUB builds. Any direct work on this should be prepared for changes that may affect the level of these elements.
