[Feature]: Trigger admin consent of CSP if change between version uploads

What happened?

If a tool author changes the CSP endpoint URLs, reprompt for an admin authorization.

This should only be for external URLs being requested for CSP exception. All other info should be able to freely be updated without requiring additional review.

I think it is both web & desktop. The users are agreeing to new csp, so need to give them the revalidation when incrementing version. When toolmaker re-submits, that is when we need the approval to kick in too.
