Paper-toggle-button not allowing drag

Description

Dragging the paper-toggle-button from on to off or vice versa does not work after the first attempt

Expected outcome

The paper-toggle-button should drag from on to off

Actual outcome

After the first drag, the paper-toggle-button does not drag and has to be clicked

Steps to reproduce

1. Click and drag the paper-toggle-button to its opposite state
2. Release the mouse
3. Click and drag the paper-toggle-button its opposite state

Notes

This seems to be happening only in google-chrome. I could not reproduce this in Firefox or Internet Explorer 11.
