Update API Endpoints To Access FHIR `Parameters` Resource

It would be useful to adopt some standard for the payloads sent to our API and the Parameters FHIR resource seems like a good option. It would make the development of the app simpler since we are already dealing with FHIR extended operations that accept payloads in this format.
