Updating help config in mobx

So the help content can be modified here

• Note that the link above is pointing to the mobx branch of this repo

You'll be able to see these settings if you run pacificmap locally.

However these settings aren't actually used on the pacificmap.saas.terria.io site because the settings are read from a DB. However if you put a PR in I can cut and paste the json and put it in the DB.

Hopefully that makes sense
