GH Actions: add builds against PHP 8.3 and 8.4

As things were, the CI was still allowing PHP 8.2 to fail. This is no longer necessary since PR 34 has been merged.

Additionally, now PR 77 has been merged, the build should also pass against PHP 8.3.

Adding 8.4 as well as an early warning system, but allowing it to fail.

Includes updating the badge in the README.
