Baked Badge

The earned badge page will have a link to download the baked badge so we need a baked badge.

Although we can bake into an svg, we probs want to use png so that folks don't have issues with it. We can lean on svg to generate the images.

Even though there will be a baked badge, we will need to host the data so it can be referenced as needed. So that comes before this...
