Map legend - scroll does not return to top when opening new maps

I noticed an issue that is present in current and older versions.

Open one map and scroll the legend. Opening another map shows the legend scrolled to the previous position rather than repositioning at the top. I suppose that if someone had scrolled in a map and then moved to another that returning to a previous map would make sense to show its previous scroll position. However, opening a new map in the session should show the legend at the top.

This is not a high priority because nobody has complained, but it is a minor irritation.
