Administrator: single address or array of addresses

In the whitepaper "administrator" is a single field, but in the smart contract implementation there is more than one. Which one is right?

Administrator is not used in the protocol flow, so in fact it does not matter. I think, that all properties, that are not used in the protocol flow should be removed from the whitepaper.
