Change the battery probe to be periodic

Right now the battery probe reports every time there is a voltage change, which results in waking up the phone at least every 10 seconds.

There is no need for the battery probe to run more often than every half hour, so it should be reimplemented as a periodic, not event-driven probe

I propose we turn off the battery probe from SensibleDTU deployment at the beginning, and wait for the re-implementation to enable it.
