Enable package tests

Because of an update in one of the internal dependencies sha3 of web3 (version 1.0.0.beta.37) npm i @openst/mosaic-chains was failing. We removed package test:package from travis as well as from test.

This ticket is for reenabling them when this issue gets resolved.
