Refactor facilitator init bin file

Move below logic to FaciltiatorInit under lib :

1. Creating of account.
2. Populating seeddata.
3. Getting originchainid and gatewayaddress.
4. Veriying dbpath is present or not.
5. Write unit test cases.

Feel free to move more logic such that minimum calls are done from bin to lib/FacilitatorInit class
