HybridTopologyProtocol does not allow for net charge transformation when running with a membrane

We unfortunately forgot to update the validation checks to account for not having a SolventComponent but some other kind of BaseSolventComponent. This leads to the validation checks failing if you have a net charge with a ProteinMembraneComponent.
