re-route workflow_chat calls into global assistant

Seamless transition the app so that the existing API called by Lightning benefits immediately from the global agent

This requires renaming/moving the existing workflow chat into a new service

`services/agents/workflow_gen` - move the existing workflow chat here
`services/workflow_chat` - just a proxy to global agent (modifying the payload to match global assistant API)
